The City of RED WING

The City of Red Wing operates under a weak Mayor form of government. Policy-making and legislative authority are vested in the governing Council consisting of a Mayor and seven Council members. The City Charter provides that the Mayor shall be the titular head of the City and be recognized as the official head of the City. The Council is comprised of seven members serving four-year staggered terms. The Council members are elected from the City’s four wards on a non-partisan basis. Voters of each ward elect one member of the City Council. Two additional members are elected to serve to represent two of the four wards. Voters also elect an additional member to serve at large. The Council is responsible for establishing policy, passing ordinances, adopting the budget, and appointing committees. The organization has enjoyed stable leadership for over 25 years with Kay Kuhlmann serving as the City Council Administrator. She has built a fun team atmosphere and believes strongly in employee development and succession planning. City Administrator Kuhlmann has been a cheerleader for her staff, and there is a lot of longevity across the departments throughout the organization. The City treats its employees well and wants to do what is best for its citizens. The City Council is extremely supportive of its public safety departments. The City provides a full range of municipal services including police and fire protection, ambulance and emergency medical services, street and drainage construction and maintenance, engineering, planning, building and zoning, code enforcement, rental housing inspections, sanitation, parks, culture and recreation, economic and community development, neighborhood services, and general legislative and administrative services. It also operates seven enterprises including refuse collection and recycling, a public water and wastewater utility, a solid waste campus, a marina ambulance service, and a storm water utility.
